Compliance
The Complete UK Landlord Compliance Checklist (2026)
UK lettings compliance isn't one rule - it's 22 obligations, each with its own frequency, jurisdiction and penalty. This checklist brings the main obligations together so you can see the whole picture, then links to in-depth guides for the ones that catch landlords out most often. It reflects the position in 2026, including the Renters' Rights Act 2025.
Rules vary across England, Wales, Scotland and Northern Ireland. Where a figure differs by nation it is noted; otherwise it reflects the position in England.
Safety certificates
- Gas Safety Certificate (CP12) - every 12 months by a Gas Safe registered engineer. Criminal offence if missed; unlimited fine and up to 6 months' imprisonment.
- Electrical Installation Condition Report (EICR) - at least every 5 years. Up to £30,000 penalty; remedial C1/C2/FI codes within 28 days.
- Smoke and carbon monoxide alarms - under the Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022, a working smoke alarm on every storey and a CO alarm in every room with a fixed combustion appliance; tested at the start of each tenancy. Up to £5,000 penalty.

Civil penalties rose in February 2024 to up to £5,000 per lodger / £10,000 per occupier for a first breach and £10,000 / £20,000 for repeat breaches, and knowing breaches carry up to 5 years' imprisonment.

Frequently asked questions
What are the main legal requirements for UK landlords?
The core obligations are: an annual gas safety certificate (CP12), a five-yearly EICR for electrical safety, a valid EPC (minimum Band E, rising to Band C), tenancy deposit protection within 30 days, Right to Rent checks, working smoke and carbon monoxide alarms, any required HMO or selective licence, and AML/sanctions screening for letting agents. The Renters' Rights Act 2025 adds further duties in England.
How often do landlord certificates need renewing?
Gas safety certificate (CP12) every 12 months, EICR at least every 5 years, EPC every 10 years (with a rising minimum band), Legionella risk assessment roughly every 2 years, and HMO/selective licences typically every 5 years. Deposit protection and Right to Rent are done per tenancy.
What happens if a landlord is not compliant?
Penalties range from civil fines (up to £30,000 for electrical safety, up to £40,000 for serious Renters' Rights Act offences) to criminal prosecution with unlimited fines and imprisonment for gas safety, plus banning orders and rent repayment orders. Non-compliance also blocks possession claims.
